06/18/2023Definition This is a flexibly staffed position in the City's Development Services Department, Planning and Development Division.
The individual in this position will provide professional and technical planning services related to land use development.
Reporting relationship:
Planning ManagerPlanner I:
This class is the entry-level position within professional planning.
It is distinguished from the Planning Technician position because it involves professional-level duties and judgement, and fewer routine administrative tasks.
The class of Planner I is distinguished from Planner II by performing less complex to moderately difficult project management work.
Planner II:
This class requires professional planning work of moderate difficulty.
It is characterized by increasingly specialized knowledge of the planning field and a more elevated level of required duties and responsibilities compared with the Planner I.
Incumbents in this class may work independently on assignments but generally are not responsible for team leadership.
Positions are flexibly staffed and are normally filled by advancement from the Planner I class.
The city is looking at a Planner I and Planner II position.
Depending on qualifications it will be determined by the department if the applicant will be offered the Planner I or Planner II position.
Examples of Work Depending upon assignment, duties performed by the Planner I may include, but are not limited to the following:
Review and analyze proposed minor development projects for conformance with adopted City plans, design/architectural guidelines and standards, applicable codes and ordinances and other regulations, and prepares recommendations on approval of such projects.
Review proposed tentative subdivision and parcels maps, and recommend necessary revisions to meet City requirements.
Evaluate the environmental effects of proposed projects and prepare, or supervise the preparation of environmental documents.
Conduct onsite investigations of proposed development projects or community areas.
Provide information to the public on City of Missouri City requirements related to City planning, policies, and procedures.
Prepare and present data in the form of written, graphic, or oral reports for use by elected and appointed officials, special committees, or community organizations involved in planning matters.
Assist in the coordination of departmental activities with other City departments and divisions, and with outside agencies.
Participate in special projects and perform related duties as assigned.
Negotiate, prepare and manage consultant contracts.
Facilitate discussion groups to aid in building consensus, and resolve conflicts on projects and policy matters, under supervision of a Planning Manager.
Other related duties may also be performed; not all duties listed may necessarily be performed by each individual holding this classification.
Depending upon assignment, duties performed by the Planner II may include, but are not limited to the following:
Compile and analyze data and make recommendations on complex planning matters, involving issues related to land use, population growth, housing development, traffic, parking, aesthetics, environment, landscaping, energy and preservation.
Review and analyze proposed major development projects for conformance with adopted City plans, City design/architectural guidelines and standards, applicable codes and ordinances and other regulations; prepare recommendations on approval of such projects.
Coordinate zoning variance processes for the Board of Adjustment review Review criteria for various Federal and State grants and prepare necessary reports Prepare, analyze, and interpret recommendations of new revisions and existing City regulations, policies, and procedures.
Confer with, and conduct meetings with elected and appointed officials, other City departments, members of the public, neighborhood organizations and developers to explain policies, procedures, proposed development, proposed regulations and policies, and code enforcement.
Represent the City in community and official meetings with other City departments, organizations and professional groups on planning matters.
Facilitate discussion groups to aid in building consensus, and resolve conflicts on projects and policy matters.
Other related duties may also be performed; not all duties listed are necessarily performed by each individual.
Subject to 24 hour recall.
Education, Experience, or Certification Any combination of education and experience that would likely provide the required knowledge and abilities would be qualifying.
A typical way to obtain the knowledge and abilities would be:
Planner I:
bachelor's degree in planning or a closely related field from an accredited college or university and one (1) year of relevant professional experience required.
A master's degree in urban planning or closely related field may substitute for the required experience.
Planner II:
bachelor's degree in planning or a closely related field from an accredited college or university and two (2) years of professional planning experience performing duties comparable to those of a Planner I in the City of Missouri City-OR-One year of experience performing duties comparable to those of a Planner I in the City of Missouri City AND a master's degree in urban planning or a closely related field.
Supplemental Information The Department of Human Resources & Organizational Development may consider an equivalent combination of education, training and/or experience.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
